Job Description

Responsibilities:

  • Ensure compliance with the HSE plan and relevant documents within the team and among contractors.
  • Update the HSE section of the monthly report and submit it to the project engineer by the end of each month, in accordance with the HSE plan and client standards.
  • Track actions from HSE reviews for construction and operational phases.
  • Attend weekly construction team meetings led by the project engineer and address safety issues and challenges encountered.
  • Manage the stock of PPE on-site.
  • Implement tools as per the HSE plan and requirements.
  • Record HSE activities on-site in various summary registers of actions undertaken by our client.
  • Maintain the Safety dashboard established on sites.
  • Collect working hours of employees and their subcontractors.
  • Interface with the HSE teams of the Operator.

Prevention Plan or PGCSPS and Safety Briefings:

  • Participate in VIC or pre-PDP or PGCSPS visits for employees.
  • Gather and verify contractors’ documents required for PDD or PGCSPS.
  • Review risk analyses issued by contractors before each PDP.
  • Ensure implementation of actions from Prevention Plans.
  • Analyze and review the safety aspects of contractors’ work procedures.
  • Coordinate with the Operator for the review of MODOPs related to critical activities (Lifting, Excavation, Lead/Asbestos).
  • Conduct safety briefings for all individuals entering the sites for work and record all related documents.
  • Ensure validation of certificates required during safety briefings (Medical visits, SST, and renewal dates of safety briefings).

Construction Phase Management and HSE Leadership:

  • Perform at least one daily site visit and document one visit per week as an audit.
  • Monitor the application of safety procedures and work methods on-site and report non-conformities observed at work locations.
  • Ensure that safety briefings are conducted by contractors for their personnel or subcontractors.
  • Occasionally attend contractors’ safety meetings before work starts.
  • Verify safety protocols for loading and unloading operations as per the decree of 20/04/96.
  • Promote safety on construction sites (safety talks, flash reports, safety reminders, safety challenges, setting up safety showcases, etc.).
  • Produce at least 4 safety talks and 2 flash reports monthly on topics relevant to the sites or events.
  • Challenge companies to achieve HSE animation objectives (safety minutes/work start briefings, safety talks, HSE audits).
  • Encourage employees to report information and manage safety observation forms issued by all stakeholders.
  • Prepare a daily report of activities including safety actions taken.
  • Assist in drafting various permits (lockout, fire permits, excavation permits, etc.).
  • In case of an accident/incident, immediately alert the site manager and project manager.
  • Participate in near-miss and accident investigations.
  • Prepare and attend the monthly HSE committee meeting with the project owner.
  • Prepare and attend the extended HSE committee meeting with employees.
  • Organize and lead the safety challenge.

Deliverables:

  • Monthly HSE activity report.
  • Implementation of tools as per the HSE plan.
  • Update the Safety dashboard.
  • Daily site visit reports.
