Job Description


  • Compliance Oversight: Ensure all operations adhere to Company HSE IMS, local laws, and international best practices.
  • Activity Monitoring: Closely monitor and observe logistics base activities, especially lifting operations.
  • Risk Management: Update the HSE site risk register based on changes in activities or scenarios and monitor the implementation of mitigation measures and improvement plans.
  • Risk Communication: Ensure all personnel are informed about specific site risks.
  • Risk Assessments: Participate in risk assessments and Job Safety Analysis (JSA).
  • Permit to Work (PtW) Management: Organize daily PtW meetings, provide HSE advice, and ensure proper implementation of the PtW process.
  • Incident Handling: Assist in incident investigations, root cause analysis, and reporting.
  • Audit and Inspection: Assist in auditing lifting operations, perform HSE technical and compliance audits, and conduct leadership tours at the Base/Port.
  • Training and Awareness: Provide awareness sessions on Company HSE IMS and monitor HSE training requirements for the emergency team on-site.
  • Emergency Response: Develop and update the Site Emergency Response Plan and coordinate emergency drills with the Base Manager.
  • Fire Safety: Ensure firefighting equipment is maintained and inspected and relevant registers are developed.
  • Data Reporting: Report HSE data and indicators, including Process Safety ones, to the Head Office as per Company timelines.
  • Equipment Inspection: Support the inspection of logistics means, work platforms, and scaffolding systems before use, and analyze risks during Tool Box talks and pre-task instructions.
  • Training Verification: Verify that all working personnel are trained and certified for their tasks.
  • Site Patrols: Conduct periodic patrols of pipe yards and quaysides to track contractor activities in line with Company operating instructions.
  • PPE Management: Ensure PPE is available, distributed according to the PPE Distribution Matrix, and suitable for tasks, and maintain appropriate records.
  • Heavy Lift Operations: Support and review non-routine heavy lift operations.
  • HSE Initiatives: Support and verify the implementation of Company HSE initiatives on-site.

Candidate Requirements:

  • Experience: Minimum of 7 years of operational experience in the Oil & Gas industry, with at least 5 years in HSE supervision activities.
  • Education: Bachelor’s degree or higher, or demonstrable ability to think on conceptual and practical levels.
  • HSE Knowledge: In-depth knowledge of HSE international best practices and standards.
  • Language Skills: Fluency in English is required; working knowledge of French is preferred, and some Arabic is a plus.
  • Competencies: Proven problem-solving skills, excellence orientation, decision-making ability, spirit of enterprise, and effective communication skills.
  • Working Conditions: Willingness to work in remote locations on a 28/28 shift basis.
