Job Description

The Cost Control Lead is in charge of: ✓ Preparing, maintaining, controlling, updating the Project CAPEX Cost Estimate during the Post-FEED Study and the EPC Tender phase, in order to ensure smooth transfer to the Project Budget at the Project sanction; ✓ Preparing and consolidating the Project Budget (CAPEX + DRILLEX + pre OPEX) up to a “as-realized” stage; ✓ Preparing, maintaining, controlling, updating the CAPEX Budget up to a “as-realized” stage; ✓ Coordinating the detailed preparation and issues of the various budgets; ✓ Defining and updating as necessary the Project Cost Breakdown Structure; ✓ Participating in the preparation / consolidation and review of the various Project budgets and updates (internal and external / Annual and Multiyear) with inputs from the members of the Project Team; ✓ Providing cost estimating support as requested by his management, especially for evaluation of Variations; ✓ Establishing a suitable cost reporting structure for the development phase, and producing inputs into monthly reports, as required by project procedures. This includes reporting to project management, WOC Major Projects Department and Finance Department. ✓ Verifying Contractor invoices to ensure that all supporting documentation is complete, and that invoice complies with contractual requirements; verifying the accuracy of invoice cost elements to assure compliance with compensation requirements as per Contract. Ultimately, input the cost information in the ERP tool; ✓ Coordinating with WOC Finance dept for the actual payments of the due invoices; ✓ Implementing the cost control tool “COST OS” as the NG-6J project cost control tool; ✓ Providing inputs into the COST OS System regarding payment schedules, invoicing and cost control issues as required by NG-6J project-, including revisions of project overall budgets; ✓ Implementing the Project Controls Plan to monitor and report the cost elements necessary to effectively assist the Project Management Team execute the project; ✓ Performing cost analysis and support for managing project expenditures including development of expenditure phasing with support from the Schedule/Planning personnel; ✓ Preparing trend data and assumptions that explain variances and forecast projections identified in concurrent monthly reports; ✓ Preparing Value of Work Done (VOWD) forecasts on a monthly basis for consolidation and reporting; ✓ Producing monthly cost reports that accurately reflect the current status of the project; ✓ Reporting to analyze cost data and monitor the integrity of the original Master Control Estimate plus approved variances, revised budgets, potential variances and corresponding actual expenditures; ✓ Assisting in the cost assessment of any contract variations and identify any Project cost trends, drifts, variances data update and maintain the Project Final Cost Estimate, prepare the Monthly Cost Report with comments; Qualifications / Experience required Engineering or Economy / Business Degree with 15 years’ experience in major oil&gas onshore projects, with at least 10 years’ experience in cost control position for a major Operator and one experience as Cost Control Manager in a 1B$+ project. Experience in EPSCC Lump Sum contract is required. Knowledge of accounting would be a plus. Experience in challenging areas (remote, security, logistics) and in joint-venture environment is required. Language: Fluent English (working language), Arabic would be a plus. Location: based in Tripoli, with ability to relocate to any required Project locations. • Methodic, rigorous, organized and pro-active, with indepths understanding of project budgeting, • Good communication skills (verbal and written) and negotiation skills, • Sound knowledge of cost control techniques including controlling software (U-Cost, Cost OS, etc) and ERP Systems (SAP, Oracle, etc), • Strong reporting skills with experience in a similar position, • Autonomous with analytical approach and an aptitude for taking initiatives, to prepare and evaluate resolutions and impacts and present them to his management, • Ability to work in multi-cultural teams and coordinate amongst different project groups, • Proven track record of result deliveries in challenging project environments.
